Create an embedded Stripe payment for a resource

Creates a first-class Payment record and the underlying Stripe payment for the given resource, and returns the clientSecret the front-end mounts in the embedded Stripe surface (Embedded Checkout or Payment Element, to be decided).

The Belga backend resolves the price server-side (the amount is never taken from the client) and creates the Stripe object. Fulfilment (publishing the press release, sending the invoice via Salesforce) is NOT done here; it happens when the Stripe webhook confirms the payment. The returned Payment starts as status: pending.
